Comment by Chris Halliday on March 7, 2012 at 6:59am Galway is a county and a town within the county of that name in the west of Ireland.Your grandmothers information seems to give a specific location rather than a generalisaton of 'Ireland'. Of course she could be wrong but it at least it is somehwere to start looking. Have a look at some Irish genealogy web sites to see where the surname Neely is most frequently found in Ireland.

Neely is an Irish name but many thousands of Irish came to Scotland especially from the early 19th century and during the famine. So he could have been born in Scotland but with an Irish father and possibly mother. All births ,marriages and deaths in Scotland are recorded from 1855.Prior to that in Old Parish Records or Catholic records.Difficult to make leap from Scotland to Ireland,but your families oral tradition at least points their origins to County Galway.
