The count for the number of individuals and families on my Legacy home page differs from the number exported to a gedcom. (I have exported a greater number than I apparently have in the database)

Why might that be?

Check your "tree" count ... you may have a few loose branches that aren't being taken into consideration when exporting to gedcom (depending upon the criteria you select).

My point is that they are all in the gedcom, just not being counted in Legacy.

Legacy show 40 fewer families than I have. The gedom count is the same as the count from the database that the data has been exported to, so the failure is in Legacy's counting alogarithm. I only have one tree, but there are some 'orphans' - several, in fact.
